Dear Skyline Customers
I hope that you all had a wonderful Thanksgiving and were able to enjoy time spent with family and friends. I again, want to reach out to you with an update regarding the two projects that we have been working on.
On November 16th the Anacortes City Council voted unanimously to approve the “in-water” building project which includes the replacing of the Travelift Pier along with the replacement of TA, TB and TC Docks with new ones.
On November 20th, the Department of Ecology received notice that the City of Anacortes approved our application to renovate that portion of Skyline Marina.
By law, Local governments must review all SDPs for compliance with:
-The Shoreline Management Act
-Ecology’s Substantial Development Permit approval criteria
-The Local Shoreline Master Program.
Our permit is now at the Washington Department of Ecology for review. At the DOE there is a mandatory 21 day “appeal period” which expires December 14. Simultaneously there are four other agencies that need to review and approve this application. National Marine Fishery Service, U S Army Corps of Engineers, Washington State Fish and Wildlife and US Fish and Wildlife. When we get to this point we are able to submit our building permit to the City of Anacortes.
The in-water building activities are confined to a time frame that is referred to as a “fish window” which is July 15, 2015 to February 28, 2016. No building activities can take place after this window closes. Unfortunately our building schedule, if everything else goes well, has our completion date past the March 1 window closure and with no options to shorten the building schedule or extending the work window we are faced with postponing the start to next November.
We are extremely disappointed but will use this time to insure that the best possible plan is ready to go next fall. Whether you are a moorage or storage or self-launch customer all of our services will now continue as if there was no interruption planned. The Self-Launch program will remain in effect at a minimum to the end of March 2016.
In the mean time we continue to work on the “Skyline Village” project and am hopeful to break ground on building #1 soon. If you have any questions, please feel free to contact Jamie, Betty or myself at: 360-293-5134. I hope you all have a wonderful holiday season and happy new year!
Best Regards,
Kelly Larkin
